[ To be fair, hugging a stranger out of no where is also pretty freakish behavior, so Foggy doesn't blame him in the slightest for being tense. He's going to guess that the kid's not really someone who's used to a lot of hugs at all, let alone by stranger - so Foggy's a little surprised when he eventually does loosen up and pat him on the arms.

Maybe he could actually use a hug or two.
