Once Raphael is on his back, Rocket uses the prone turtle's body as a springboard (sorry about that), distracting the scarecrow from its attempts to make mincemeat out of the turtle and forcing it to adjust for the new target. Rocket fires two shots into its head in a glorious action hero mid-air maneuver and lands on his feet.
It looks badass.
It does absolutely nothing.
Well, there's a few burned holes in the scarecrow's mask where the bullets went in, but other than that, it's just irritated and unsure which of these upstarts is the better target.] What?! But I just- THAT WAS POINT BLANK, man. D'you know what kind of bullets those are? How's that make any sense?
