No, not a competition, and I mean, it's more... well, every planet has a senshi, but not every senshi is required to fight for her planet, moon, or asteroid. A senshi could go her whole life without ever awakening or going into battle because her home is never under threat. That's what a senshi does, she's given planetary powers to protect her home.
